SIAC – Collective Actions

The COMPETE2030 programme has launched two calls for collective actions: SIAC – Digitalization and SIAC – Decarbonization.

 

SIAC – Digitalization

This call aims to promote a favourable ecosystem for the digital transformation of economic activities, creating the necessary conditions to accelerate the shift of the business universe —particularly SMEs—towards digital transition. It includes the dissemination of best practices, raising awareness among business owners, and empowering companies to incorporate new digital technologies into their production processes, products, and business models, enabling them to respond more effectively to the challenges of the “Digital Transition”, in line with the objectives set by the Digital Europe Strategy.

Types of eligible actions include:

  • Promoting a digital organisational culture and its integration into digital ecosystems;
  • Disseminating solutions that enable business model adaptation, encouraging the adoption of autonomous, flexible, and monitorable production processes, and dematerialised processes with clients, suppliers, and partners through connected systems and integrated platform solutions;
  • Disseminating digital management support platforms, with particular focus on cybersecurity, artificial intelligence, robotics, Internet of Things (IoT), cloud computing, Big Data, additive manufacturing technologies, and the implementation of Industry 4.0 technologies, among others.
     

SIAC – Decarbonization

This call aims to promote an ecosystem of business capacity-building through collective processes that contribute to improving the environmental and energy performance of companies, with a specific focus on reducing greenhouse gas emissions and improving energy efficiency.

Types of eligible actions include:

  • Identifying and disseminating more sustainable, innovative, and low-carbon technological and process change solutions, fostering adoption potential and capacity for implementation;
  • Enhancing business capabilities to improve environmental and energy performance, focusing specifically on Decarbonization and energy efficiency;
  • Guiding and raising awareness among SMEs by providing knowledge, information, and tools to support the energy transition.

 

Common aspects of both calls:

Eligible beneficiaries: Entities that submitted a qualified application under the previous pre-qualification call (COMPETE2030-2024-7 – SIAC – Digitalization and COMPETE2030-2024-8 – SIAC – Decarbonization in companies), identified in Annex A – Application > 1 - List of qualified entities, provided all access conditions set out in this notice are met.

Geographical Scope: NUTS II regions of North, Centre, and Alentejo

Budget: EUR 10M
Funding rate: 85% of eligible expenses

Eligible expenses: Simplified cost regime, using a flat rate of 40% of eligible direct personnel costs to cover the remaining eligible operation costs.

Eligible direct personnel costs are objectively measurable costs, reported as actual costs under the real cost methodology, arising from a formal employment contract between the employer and the employee, and directly related to the supported operation.

The following are considered eligible direct personnel costs:

  • Employees of the beneficiary (excluding grant holders), with a formal employment contract;
  • Grant holders, with a formal contract with the beneficiary entity.

Under the simplified cost regime, only documentation confirming the eligible direct personnel costs will be verified.

Deadlines for submitting applications: Until 5:00 PM on May 30, 2025
