Union Renewable Energy Financing Mechanism
The RENEWFM is one of the EU financing programmes contributing to the clean energy transition and the European Green Deal objectives including the goals and objectives of the Paris Agreement, 2030 climate and energy targets and long-term decarbonisation objective.
This call targets solar PV projects as a well-established and low-cost renewable energy technology aimed at high reliability in terms of deploying fully operational renewable electricity (RES-E) capacities and generation volumes and thus assumes effective and quick project realization from awarded project applicants.
Applicants need to demonstrate sufficient maturity of the project and provide with:
- Permit: a construction permit should be obtained at the moment of the proposal submission;
- Land: access rights (ownership or use rights) should be obtained at the moment of the proposal submission;
- Grid Connection: an application to the grid connection should be launched (whereby the payment for a binding reservation of grid capacity may be done after award of the grant.
The following conditions apply:
- Minimum capacity size per project: 5 MW
- Maximum capacity size per project: 100 MW
- At project level, removal of forest is restricted to maximum 25 % of the area needed for installation of solar panels.
The following work packages, milestones and deliverables will be mandatory for all projects:
- WP1: Construction Phase - Proof of entry into operation/feed in to the grid;
- WP2: Operating Phase I - Proof of generation of at least 850 full load hours per full year (proportional share in case of incomplete year of generation) until year 2 after entry into operation;
- WP3: Operating Phase II - Proof of generation of at least 850 full load hours per year until year 4 after entry into operation;
- WP4: Demonstration Phase - For years 5 to 15 after entry into operation, submission of proof of at least 850 full load hours per full year.
Beneficiaries
Legal entities, public or private, which will develop a solar PV project in Finland, excluding the Åland Province.
Budget: EUR 40M
Form of grant
Max. of EUR 180.000 per MW (lump sum grant), divided through the following phases:
- WP 1 – Construction Phase: 60%
- WP 2 – Operating Phase I: 20%
- WP 3 – Operating Phase II: 20%
- WP 4 – Monitoring: 0%
Deadline for submission of applications: until 5PM on September 27th, 2023 (Brussels time).
Duration
The project must:
- Enter into operation within 24 months after grant signature
- Operate at least 15 years after entry into operation (at least 850 Full Load Hours per year)
