The presidency of the council of ministers published Decree-Law 20-A/2023, of March 22, which establishes the general regime for the application of European funds for Portugal 2030. Portugal 2030 materializes the programming cycle of European funds for the period 2021-2027 and is the result of the Partnership Agreement signed between Portugal and the European Commission, signed in July 2022.
It provides the following guiding principles for the governance of Portugal 2030:
Orientation towards the results to be achieved - more knowledge, innovation and added value, more sustainability and better use of resources, greater connectivity and proximity of the territories and more and better skills, contributing to improve the quality of life of the Portuguese people;
Simplification of procedures - priority will be given to dematerialization and the use of information already available in the Public Administration services, reinforcing the focus on interoperability.
It is expected that, between the end of this month and the beginning of April, the first call for applications for the typology of productive innovation for Small and Medium Enterprises (SME), under the scope of Portugal 2030, will open. The call will have four application phases until the end of this year and will mobilize 400 M€, financed with European funds by the Innovation and Digital Transition Program and the Regional Programs of the North, Center, Lisbon, Alentejo and Algarve.
