PORTUGAL 2030

Within the framework of the Portugal 2030 Programme, the first calls for proposals within the scope of Productive Innovation were launched, namely:

  • SICE - Productive Innovation – Low-Density Territories (LD)
  • SICE - Productive Innovation - Other Territories

Beneficiaries

This call for proposals is aimed to micro, small and medium-sized enterprises (SMEs).

Types of operations

Support is given to operations of an innovative nature that result in the production of exportable goods and services with high added value and national incorporation level, related to the following typologies of action:

  • Creation of a new establishment;
  • Increase in the capacity of an existing establishment;
  • Diversification of an establishment's production into products not previously produced at the establishment;
  • A fundamental change in the overall production process of an existing establishment.

In the case of the NUTS III Alentejo Litoral region, operations in the renewable energies, agrifood and tourism sectors are not eligible.

Funding Rate

The rate is obtained, up to a maximum of 40%: 

  1. Base Rate:
    • 25 p.p. for medium-sized enterprises (30 p.p. in the case of LD)

    • 30 p.p. for micro and small enterprises (35 p.p. in the case of LD)

    • For operations located in the NUTS III Alto Alentejo, Beiras and Serra da Estrela, the base rates are increased by 5 p.p.

  2. Bonuses: 
    1. Sector and/or territorial policy priorities: 5 p.p. for the compliance with each of the following priorities, up to a limit of 10 p.p: 
      1. "Dynamic collective bargaining" - for entities that have dynamic collective bargaining, considering for this purpose the signing or renewal of a Collective Bargaining Instrument less than three years ago;

      2. "Industry 4.0" - operations in the Industry 4.0 area, where digital transformation will enable disruptive changes in business models, products and productive processes 

      3. "Climate Transition" - operations in areas that contribute in a relevant way to the objectives of Climate Transition; 

    2. "SME Capitalization": 5 p.p. to be allocated to operations whose private component is mainly financed by equity

 

SICE - Productive Innovation – Low-Density Territories (LD)

Geographical area covered

This call applies to low-density territories of the NUTS II regions of mainland Portugal (North, Centre, Alentejo and Algarve), defined by CIC Portugal 2020.

Geographical area covered

This call applies to the NUTS II regions of the Continent (North, Centre, Alentejo and Algarve), outside the low-density territories defined by CIC Portugal 2020.

Period of applications (common to both)

The application period begins on 03/05/2023, and the analysis and decision will be made according to the following stages:

  • Phase 1: 02/06/2023, exclusively for applicants who have registered their aid request through call no. 02/RPA/2022 by 30/11/2022 and submit the application using the data of the operation registered therein.
  • Phase 2: 28/07/2023, exclusively for applicants who have registered their aid request through call no. 02/RPA/2022 and submit the application using the details of the operation registered therein.
  • Phase 3: 29/09/2023, for all applications, with or without registration of aid request.
  • Phase 4: 15/12/2023, for all applications, with or without a registered aid request.
