Investment C21-i06

On June 19, the reinforced measure for the production of renewable hydrogen and other renewable gases was launched as part of the PRR component C21 - RepowerEU program.

Beneficiaries: Legal persons, public or private

Typologies of operation:

  1. Renewable hydrogen production technologies:
    1. Electrolysis.
  2. Sustainable biomethane production technologies:
    1. Biogas production with conversion into sustainable biomethane;
    2. Methanation, which must only be produced from carbon of biological origin (bio-waste only).

Projects that use the public water supply network or groundwater abstraction will not be supported. Only treated water from wastewater treatment plants, rainwater or seawater will be considered. A study is required to assess the availability of water supply from alternative water sources.

Eligible expenses: Eligible costs of the production component, while the remaining eligible expenditure cannot represent more than 25% of the eligible costs of the renewable gas production component.

Non-eligible expenses: Among other things, investment in electricity transmission and distribution infrastructure (transmission lines and transformer stations), but also investment in infrastructure for connecting to the gas distribution and transmission network (gas pipeline and metering and injection station).

Budget: EUR 70 M (up to EUR 15 M per beneficiary)

Maximum co-financing rate: 60%, which may be reduced if the target of 77 MW installed is not reached

Bank guarantee required: In the notification of the final decision, together with the notification of the award decision, the managing body notifies the final beneficiary to provide a guarantee within 10 days corresponding to 20% of the amount of PRR support, in the form of a bank guarantee on first request.

Selection criteria: Value is given to projects with a ratio between the incentive (€) and the installed power (MW) of less than or equal to 0.675 €/MW, followed by a new installed capacity for the production of renewable gases of more than or equal to 5 MW, an estimated annual reduction in GHG emissions of more than 1500 t CO2eq / MW and, lastly, which involve the production and consumption of H2, with a commitment from end consumers in industry or mobility, or with the injection of biomethane or a commitment from end consumers.

In addition, 0.25 points for projects that increase the use of waste of biological origin to produce renewable gases through anaerobic digestion.

Maximum deadline for concluding operations: They must start no later than 180 calendar days after the date of signing the contract and end no later than 30/06/2026, subject to exceptions

Deadline for submitting the applications:  Until September 30th.
