SIID – Business R&D

On February 28th, the SIID – Business R&D Call for individual or co-promotion operations was published.

Types of operations: Operations that include industrial research and/or experimental development activities, leading to the creation of new products, processes, or services, or to the introduction of significant improvements in existing products, processes, or services, are eligible for support.

Beneficiaries: Micro, small, and medium-sized enterprises (SME) and small mid-cap companies, of any nature and under any legal form. In co-promotion applications, Non-Business Entities of the Research and Innovation System (ENESII) are also eligible beneficiaries.

Note: A company can only participate in one application as a leader and another as a co-promoter, for a total of 2 applications.

Funding rate: Grant (non-refundable incentive) exclusively determined through the simplified cost methodology (OCS), in the form of predefined unit costs (per FTE – full-time equivalent).

The base rate applied is 85% for ENESII.

Except for investments in NUTS II LISBON, where the maximum rate is 40%, the base rate for companies is:

  • 50% for industrial research;
  • 25% for experimental development.

For the maximum support intensity, the following increases may apply:

  • Size:
    • Medium-sized company: 10%
    • Small and microenterprise: 20%
  • Up to a limit of 15%, for one of the following:
    • Location:
      • North, Center, or Alentejo: 15%
      • Other regions: 5%
    • Effective Collaboration: 15%
    • Wide Dissemination of Results: 15%

Budget: 

Eligible Expenses:

  • Costs with technical personnel of the beneficiary and hiring of human resources dedicated to R&D activities;
  • Raw materials and consumable materials;
  • Third-party services, including technical, scientific, and consultancy assistance;
  • Acquisition of scientific and technical instruments and equipment;
  • Acquisition of specific software for the project;
  • Expenses with the promotion and dissemination of results;
  • Travel and stays abroad directly attributable to the project;
  • Expenses related to the certification process of research, development, and innovation management system;
  • Intervention of a technical-scientific auditor;
  • Acquisition of patents;
  • ROC/TOC;
  • Indirect costs.
     

Deadlines for submitting applications:

  • Phase 1: 2025/04/24 (6 PM)
  • Phase 2: 2025/09/15 (6 PM)
  • Phase 3: 2026/01/06 (6 PM)
