Individual and Co-promoted Operations
This programme supports Research and Development (R&D) operations, in individual or co-promotion form, carried out between companies and/or with non-business entities in the R&I System (ENESII), aligned with the priority areas of the Research and Innovation Strategy for Intelligent Specialization (RIS3), which include investments in industrial research and experimental development activities, stimulating their economic valorization and the promotion of innovation.
Beneficiaries: Micro, small and medium-sized enterprises (SMEs) and Small Mid Cap companies of any nature and in any legal form. ENESIIs, including those in the autonomous regions of the Azores and Madeira, are also beneficiaries, as co-promoters.
Form of Support: The grant (non-refundable incentive) will be calculated exclusively using the simplified cost methodology (OCS), in the form of pre-defined unit costs (per FTE - full-time equivalent), applicable to all the eligible costs of the operation.
The base rate applied is 85% for ENESII.
Except for investment in NUTS II LISBOA, where the maximum rate is 40%, the base rate for companies is:
- 50% for industrial research;
- 25% for experimental development.
The maximum intensity of support may be increased by:
- Size:
- Medium-sized enterprise: 10%
- Small and micro-enterprise: 20%
- Up to 15% for one of the following:
- Location:
- North, Center or Alentejo: 15%
- Other regions: 5%
- Effective collaboration: 15%
- Broad Dissemination of Results: 15%

Geographic area covered: The notice applies to the NUTS II of mainland Portugal (North, Center, Lisbon, Alentejo and Algarve), the low-density territories (BD) defined by the CIC Portugal 2020 and the other territories (OT).
Budget:
o Co-promoted operations: 46.2 M€ OT + 14.3 M€ BD
o Individual operations: 32 M€ OT + 9 M€ BD
Period of application: Applications start on 2023/11/30, and the analysis and decision will be made in the following phases:
- Phase 1: 2024/01/31 (6 p.m.) - exclusively for applicants who have registered their request for aid (RPA) through Call 01/RPA/2022;
- Phase 2: 2024/04/30 (6 p.m.) - for all applications, with or without RPA;
- Phase 3: 2024/08/30 (6 p.m.) - for all applications, with or without RPA;
- Phase 4: 2024/12/30 (6 p.m.) - for all applications, with or without RPA.
