DNSH – A Commitment to Sustainability in Investments
In the current European funding landscape, environmental sustainability has become an essential criterion. The DNSH principle ("Do No Significant Harm") is now a mandatory requirement for projects seeking support under the PRR and Portugal 2030 programmes.
To comply with this requirement, beneficiaries of such support must submit a self-assessment report by the project’s completion, demonstrating that their investments align with this principle.
Among the 27 States Members of the European Union (EU), Portugal's is now ranked 16th place, reflecting the efforts of digital development of the society and national economy, in the DESI (Digital Economy and Society Index) ranking.
This index is composed of 33 indicators distributed in 4 dimensions: human capital, connectivity, companies, and public services. According to EU data, Portugal's positive balance involves increases in 13 indicators, among which the following stand out:
Human capital: there was an increase of 6 positions (+11%) in terms of specialists in information and knowledge technologies, which represents a convergence with the European average, to which the significant increase in women contributed (22% of the total), placing Portugal in 9th place in this field and above the EU average;
Connectivity: the country occupies top places in terms of access to fast fixed broadband (3rd place) and a very high capacity of fixed network coverage (7th place);
Companies: Portugal leads the new twin transition indicator (digital and green) which reflects the adoption of digital technologies with an impact on environmental sustainability, being equally in top places in the adoption of Artificial Intelligence technologies by companies indicator;
Public Administration: Portugal remains above the EU average, standing out in the provision of digital public services for citizens and companies.
